CLUB RESOLUTION:

OPPOSING A UNILATERAL U.S. FIRST STRIKE AGAINST IRAQ

(adopted Thursday, September 26, 2002)

S.F. marchers rally against
 War in Iraq (April 2003)

WHEREAS Representative Barbara Lee and over 25 other Members of Congress have introduced House Concurrent Resolution 473, calling on the Bush Administration to work through the United Nations to prevent Iraq from developing weapons of mass destruction;

WHEREAS the United States should focus on bringing to justice the perpetrators of the September 11th terror attacks;

WHEREAS there is no evidence linking Iraq or Saddam Hussein to the events of September 11th;

WHEREAS there is little or no evidence that Iraq or Saddam Hussein pose any greater security threat now than they did during the past five years, according to reports of Members of Congress who have attended classified intelligence briefings;

WHEREAS the Bush Administration has politically timed its military action against Iraq and submitted its Iraq war resolution to Congress just before the mid-term elections to gain political advantage and distract voters’ attention from the Bush Administration’s domestic crises of recession, stock market decline, rising unemployment, bankruptcies, and corporate scandals.

WHEREAS the Bush Administration’s determination to force a "regime change" on Iraq by a unilateral US’ military first strike, without an imminent threat posed by Iraq and without support from the international community, violates international law, undermines the United Nations, and alienates US allies whose support is needed to prevent future terrorist attacks;

WHEREAS President George W. Bush's doctrine of "pre-emptive attack" will destabilize the international order and undermine US and other countries’ diplomatic efforts to restrain other countries from launching "pre-emptive" military strikes, such as in conflicts between India and Pakistan, China and Taiwan, and elsewhere;

NOW, THEREFORE, BE IT RESOLVED that the Metropolitan Greater Oakland (MGO) Democratic Club

  • calls on Members of Congress to support House Concurrent Resolution 473 urging the Bush Administration to work through the United Nations to address the Iraq problem;

  • urges Members of Congress to reject the Bush Administration’s premature, open-ended war resolution authorizing unilateral US military first strikes throughout the Middle East;

  • recommends delay of any Congressional vote on military action in Iraq until it is clear whether effective inspections will resume in Iraq and until the UN Security Council decides how to enforce Iraq's compliance with existing UN Resolutions;

  • urges Iraq to comply with all relevant UN resolutions and allow unfettered inspections to determine whether it has eliminated all nuclear, biological, and chemical weapons programs; and

  • urges the Oakland City Council to adopt a resolution consistent herewith.

Similar resolutions were adopted by the John George and Oakland - East Bay (East Oakland) Democratic Clubs. On Tuesday, October 1, 2002, the Oakland City Council adopted a resolution opposing war with Iraq.
